Less than 25% has a 12.5% Probability to become a HiT

Greater than 25% but less than 50% has a 25% Probability to become a HiT

Greater than 50% but less than 75% Has a 37.5% Probability to become a HiT

Greater than 75% but less than 90% has a 45% Probability to become a HiT

Greater than 90% or equal to 100% has a 50% Probability to become a HiT
